Not delivering cylenders

We booked our cylender for refilling on 07/03 and every time when we asked them they said with in 4 to 5 days you will get for the Gas supply is not coming. But we sow they are providind to those who are paying extra amonut i.e. in black. As we know that the delivery should be with in 34hrs. Then who will take care against such dishonourable work?
