Certain Keyboard keys stopped functioning

Dear Sir / Madam,
I do not know whether any one is going to act on this complaint. However i thought of giving it a try if at all some one can help.
My father who is an NRI bought this laptop from Dubai International Airport somewhere in October. It costed a whopping INR 1.25 lacs at that time which were paid to the dealer selling it at airport.
After using the laptop since then suddenly some of the keys from its keyboard stopped functioning. This time in Fen 2009 my father happened to be in Ahmedabad where we took the laptop for repairs (we are ready to pay for the repair) at HP AUTHORIZED SERVICE CENTER in ASHIRWAD COMPLEX, USMANPURA, AHMEDABAD.
Those guys did not even look at the problem but straight away refused to do anything saying that this series of HP laptop is not supported in India. This came as a news to us. What is this?
How can a company like HP who sells globally provide support area specific. This is ridiculous. Another point to think upon is if this was the case why were we sold that laptop at the first instance. The person selling should have informed of the same. There is no such mention on the support booklet that came with laptop. It simply mentions all support locations for the laptop including Asia-Pacific.
First question:
1. Is it HP that is curlprit?
2. Is Dubai Internaitonal Airport sales dealer curlprit?
3. Is the HP authorized service center in Ahmedabad curlprit?
I think from all three of above number 3 is the person who is not doing his job correctly.
What can be done further? We are ready to pay for repairs. Without keyboard how can a laptop work. However the service center in Ahmedabad is not in a co-operating mood at all. Only he can do something in this matter. He should escalate the matter.
I hope some one can intervene and bring the HP service center to his senses. If HP itself follows ridiculous support policies then HP as a company must be made to change their internal processes which are doing nothing but cheating people of their monies.
