ATM transaction problem

Sir,

i am a B.tech student from Roorkee..I had tryed to withdraw amount of a Rs. 3000 from HSBC Bank ATM situated in Pvr Priya Delhi from My PNB Debit cum ATM card On 21 st Of June..My transaction is decline at first attemp and i had not get any money however the amount is deducted from my account.

i had already complained 2 -3 times to my branch office IIT Roorkee..In starting time the authority tells me it takes 1 to 2 months to resolve problem..but till i didn't my money back..after that i recomplained so many times..they are giving no response an replied that i had already emialed your problem to head office so i can do nothing..they give the no. of their higher authority and ask me that u have to contact yourself.

i am a student and the amount of Rs. 3000 means something to me..

so, pls sir can you kindly suggest me now what i have to do.
