Two identical numbers

CcOn 17-1, my friend wanted to call to U.P. and when he dialled the number that went to somebody in Rajasthan. Again he called to U.P., that got connected to proper person in U.P..

How is that the numbers are given same in U.P. and Rajasthan? The number dialled on 17-01 is 0995682973 at about 7-15 pm. Because the number is dialled from booth having printed bill, there is proof for dialling same number two times. This kind of incidence has happened two times. First time the matter was just ignored. The printed numbers were disposed.
