IT refund

Dear Team,

I filed my tax returns for assessment year 2009 on 30th July. I have a refund of Rs.14879.00. I have been calling up the local tax office in Bangalore, but they say that the refund for the assessment year 09 has not started yet. I do not understand the reason for the delay when we pay the taxes in right time. Is it not our right to get back our refund in time? I am sure this is not an individual problem. My PAN NUMBER is ANBPS6544H and my receipt number is 1431013329.

Kindly refund at the earliest.
