Debit Balance

I opend SB A/c with this branch in 2005. I lost my ATM card and all documents when I met an accident in 2006 which drove me to two months bed rest. From that time I am not aware of this account as i had not remembered. Recently I came to know that they are sending statement to my village address. I mentioned in the application that i am staying in Chandanagar, they also enquired at that address before opening the account.

They sent me a debit note for around Rs.8500/- When i went to the branch on 10-05 for closing the account, they advised me to pay Rs.9542/- and close the account.

Is it necessary to pay that much amount?? As per my knowledge RBI has given permission to collect Rs.20/- per month as operating charges to banks.
