Refund Money of IPO

I have applied for 1125 SVPCL shares, on 25-Oct. The total share price was 50, 625 from my ICICI bank demat account.

Till date I am not getting any share and refund amount.

When i called ICICI demat department they are saying that the application is exectuted and they dont have money, Wheres the registrar of SVCPL, Aarthi consultants says that money is still with ICICI bank and they cannot access it.
