My A/c is debited with Rs. 56.00 due to the fault that did not

I have a salary A/c with ICICI. on 28-09 I saw my account is debited with Rs. 28.00 twice on 27-09 with the Particular"ATM/POS DECLINE CHG/03-08". I emailed to ICICI and they said this is due to insufficient fund at the other bank's ATM. Is it correct? Is is customers problem that the bank atm has no money. What shoudl I do?
