Cash Payment Fee and Service tax of cash payment

ICICI since June has started levying a cash payment fee of Rs.100 on their customers who make credit card payment by cash plus there is a service tax fee of Rs.12.36 on the cash payment fee of Rs.100. Looks like ICICI is coming up with their own rules to fleece their customers. Is ICICI following some sets of norms set by a governing body which regularizes these types of stuff like the Reserve Bank or are acting on their accord to rob people??

This is the first time i'm coming across something like this as, as far as I know hard cash is preferred over the other types for payments.

Way to go ICICI... keep FLEECING
