Charges deduct before prvide the service

Dear sir,

I have an idea sim no.thats no.09990600612 we have activated a caller tune since 5 aug.2009

9.30 pm from customer self service no.(53500) according to idea caller tune activate with in 48 hrs.but till date caller tune is not activated this service is yet not start but charges deduct in my balance 30 rs monthly rent and 15 rs subscription charges and when we were doing activate this song my account balance is 14.63 but we check again my balance balance is 4.63 I do not know what happens.
