STD Activation

Two times i have given written application in my company letter head for STD activation for my no (9763713125) in idea office at satara road, pune. but still no action has taken. Many time i have visited the idea office and they assured me that std service will be activated with in 24 hrs. Last time comaplaint given on 20/11. Servel time i have made calls to the customer care also, they also could'nt help me.. I dont understand the meaning of customer care, is it to torture the customer or to help...
