Dialer tone charges whithout giving service

On 11 july i sent request to activate dialer tone by sebding msg.. and my balance reduced by 45 rs.by reply msg that dialertone has been set but it has been more than 24 hours and i called several times to customer care about it but no action has taken.. they gave me complaint no. 40364939.. and advise me to wait for 2 hours.. till evening i waited.. than i again called to customer care service on 12345 but i think no responsible person were there to receive my call.. i called at dialer tone service and i dont know how suddenly they sent me again a msg that my dialertone has been changed and they charged again 45 Rs. its cheating and i am fade up with these kind of unresponsible behaviour of co.. i am plannin to change my connection.
