Very very slow speed

The company promised 236kbps speed but i get only 40kbps average speed. downloading speed is very pathetic only 2-4kbps.what can i do.i have lost my money and time.if it is the condition in our country how can we trust these international companies. I think this device is a good for nothing waste...
