Delay in refund fee

I am from vinovapure[souri] dis.rudrapryag Uttrakhand. Now i am in maharastra to one year. I submitted my admision form for diploma in dairy technology with all document and with draft of eight thousand eight hundred rupee according to conditions but after some time my family recevied a letter from IGNOU Deharadun branch that fee had increased but my problem is that i am in maharashtra and no one is capable for pay the increase fee in my home then I send a letter to them in march by post but no response came then again i maked a call, they suggested me you sent a letter from fax for refund fee. and I again send a letter by fax in may. After a month I again call them but nothing response are come till now. I am worried about my money.

kindly grant me and please take a write action for refund my amount. I will really obliged to you. Thanking you.
