NON delivering of LPG cylinde

I have booked my refill gas on 17th of may, and as per them it will be deliver to me after 10 days, but after a month also they didnt deliver insipte of my every day follow up to the gas agency as well as the concerned person who delivers the cylinder. Whereas the Bharat Gas delivers every 5 days as i have seen the opposite two flats owns the Bharat gas connection. HP is the worst service provider i really wish that someone someday should really take some action for the authority, they are in the position without a sense of duty. i have this problem since i have taken the connection. every time i call they ask me to call the other if its agency they ask me to call the delivery person and the vice versa, i m really at loss. I dont know what to do.
