Refusing to renew amnesty and Threatened to kill when objected

I am a daily commuter/passenger of local train, Hapur shuttle. I live in Shahdara and pick up train to go my office which is located at Barakhambha Road, New Delhi.
Yesterday, 30 October I went to Shahdara Railway station from my office to renew my amnesty/monthly pass at 7.45 pm. I stood in queue at counter number-5. A lady who was distributing tickets at this counter and I waited for my number. When my number came, she asked me and other passengers to go at counter number-6 to renew or purchase tickets. Again queuing up in the counter number-6 where Mr. Rajeev Gupta is distributing Tickets, refused to renew my amnesty and rebuke me severely. He also threatened to kill me when I objected his behavior and told him that I would complain against him. Then he started to abuse me and embarrassed me at front of all passengers.
It was the behavior of railway staff, Ticket counter staff, with passengers. The passengers wanted to travel with valid tickets but they embarrassed them.
1- Is it the manner to speak with passengers?
2- Is this type of threat given to passengers when they tried to purchase valid tickets to go their destination from ticket counter staff?
It is not a shame only for Northern Railway but also for entire Indian Railway department. It is the main reason that many people who travel by local trains do not want to buy tickets. They usually avoid buying tickets due to long queues and the unprecedented embarrassment which is given by Counter Staff.
This embarrassment can not be tolerated by law abiding people who do not want to make a journey without a valid ticket/ pass.
I want to lodge my complaint against this Railway ticket counter staff, Mr. Rajeev Gupta and because she has also equally guilt for this.
