Delay of 2nd cylinder connection

Hi, I had applied for a 2nd cylinder in september in bangalore but till now i havent got the connection. Each time i check out with the distributor (J.N.Enterprises, BTM layout), they say you check with Indian oil office. i had been to Indian Oil office several times but even they say it will take sometime. I do not understand what is the problem its been almost 2.5 years or is there some foul play going on, since all over India the 2nd cyclinder connection is issued immediately. Can someone help me out since i am a working women its real difficult to chase these authorities??? My consumer no is 56479.
