REFILL BOOKING IRREGULARITIES

Sir,

I have last booked my refill on 09/10 and the refill was delivered to me on 22/10 as the festive season is coming ahead I again try to book my refill but to my surprise the agency refused to take my refill booking as they told me that they can only take my refill booking after 21 days of the last refill delivery date and in that case they will consider booking only after 12/11. Now this agency is very poor to respond to the customer as they even don't take the phone calls which is very bad signal towards the consumer service. Kindly suggest
