Non supply of refilling cylinders

I'm one of the consumer of Indane Gas. My customer no. 47898 in Rajalakshmi Agencies, Dharmapuri, Tamilnadu, Pin-636701. As I'm working in public limited company which is transferrable job in short period, i have not obtained "Ration Card". Now, for obtaining the refill cylinder the above agency is restriting for booking cylender as i am not having RATION CARD. Though i have obtained Local Administration (i.e. Taluk Supply Officer's letter containg I doesn't have ration card).

Now The agency is repeatedly asking every 3 months you should get one letter from Taluk Supply Officer (For not having Ration Card) and submit to us. Then only we will supply refill cylender.

Kindly suggest me and help me regarding getting refill cylenders in time.
