Is that Compulsory to purchase new sotve along with LPG cylinder of Indane or HP gas???

Cant we get only cylinder without purchasing Stove Along with it

In Sector 6, Sanpada, Navi Mumbai, Maharashtra both Indane and HP gas dealer make it compulsory to take stove along with Cylinder???

Dealer sold it of 3300 / - With Cylinder and stove
