Non Delivery of booked refilled cylinders

I have booked for refilled cylinder before 2 months through telephone but still not delivered it. details are given below. On telephonic enquiry Distribtor says that they dont know when it can deliver because of over burden of number of customers and less allocation cylinders . evenif they are giving new connections. why this is allowed.
