Over Charging on printed rates

Dear Sir/Madam,

In entire Kanpur City from last 2 months all the Shops of Indian Foreign Liquor Shops are charging Extra Money of Rs. 10/- per bottle and Half bottle and Rs. 5/- on Quarter bottle on printed rates/price. Even not issuing any bill / cash memos. Why it is so?
