Problem in gas transfe

Dear sir my self rakesh kumar singh i have transferd my gas connection from hyderabad to jagdalpur (chattisgarh). when i went to local indane gas dealer and ask for gas connection he told me to come after one week. after one week again he told me to came after to more days again when i went to dealer after two days he again saying me to come after four more days so i told him that i want the gas connection i cannot wait any further . so he asked me to pay Rs 2200.00 and take the gas connection then i told him why you are asking me to pay this amount instead of amount Rs 950.00 which is written on the tranfer paper. so he told me that we cannot give you gas connection now first a confermation letter will come then only i should give the connection.

what to do . is this kind of rules are there.
