Non pickup of phone

I have a domestic gas connection no. GK-13285 with Guru Kripa Indane Gas, UGF - 25, Sushant Vyapar Kendra, Sushant Lok, Phase - I, Gurgaon. (code- 83010513). Most of the time I have to go personally to the Company to book my gas refill as nobody picks up the phone. The telephone nos. are 0124-2570200 and 2570671. In the last 3 years this is perhaps the 13th or 14th time that their phones are busy & I had to go personally. During all my visits I found that the volume of telephones were intentionally reduced so that the ringing sound of the telephones do not disturb the people sitting there, and the gas users necessarily had to line up outside thieir office to book their gas. When I asked him why he was not picking up the phone which was ringing continously in front of me as well, the guy says that how many calls can we pickup we are also human beings.

Is there anybody who will look into this kind of callous attitude by the staff of the gas agency. And who has given them the right to harrass the consumers who have to travel several kilometers just to give them the consumer no. for booking gas?
