No booking of double cylinders separately

I am a consumer having C.No-52 of 'Eureka Gas Service', Panditwadi, Dehradun-248006, Ph-0135-2773280, Uttaranchal. The agency's rule/practice is that a new cylinder booking is registered after 15 days or 21 days from the date of delivery of last cylinder in case one is having one or two cylinders respectively.

(1) Is there any such rule? If yes,

(2) Whether one can book for two cylinders separately?

Even after having two cylinders, there is usually a time when both the cylinders are empty, because refill is supplied after 10-15 days after booking.

(3) If the answer to question (2) is in ‘No’, Is this not a punishment for having two cylinders?

(4) As delivery time is not in consumer’s hand why can a rule be made to book from booking to booking date and why the two cylinders are not being treated separately for the purpose of booking?

Ihave booked gas on 02.09.2008. Till today i.e. 12.09. there is no supply of refill and my both cylinders are empty.

I want to brought this to the notice of appropriate Indane authorities for looking into the matter. Waiting for a quick response also.
