Nsc proceeds

I went to padi post office chennai 600050 tamilnadu india to get nsc maturity proceeds. since the maturity proceeds was more than rs.20000 they have to pay through cheque only as per income tax act. that is no problem. i was asked to give a seperate letter to pay the amount by cheque which i feel unwaranted. i was ready to receive the cheque. or i would have been told to write on the back of nsc itself a request to issue a cheque. all nsc holders are harassed to write a letter for this purpose. some aged persons and ladies are also searching for paper or they have to go to some shop to get a white paper to write a letter. in banks if the proceeds is more than rs.20000 it is credited to savings a/c or a dd is issued automatically. the post offices can also follow this procedure instead of directing the nsc holders to give separate letter. this is mu suggestion. i request the postal authorities to look into the matter and do the needful for not to harass the nsc holders.
