Edirecting mail without tracking the recipient

Sir/Madam,

My letters are not delivered to me by Gharota post office-143533. Last time my ATM debit card in a registered post was returned to SBI Gharota branch without delivering to me. Could you please ask the concerned postman who is not from my village to find out the concerned recipient before redirecting the mail to originator.
