Corruption and missguidance by T C

I was traveling from H.Nizamuddin to Roorkee on 21/04 in Deharadoon Express Train No.9019. Actually I bought general second class seating ticket of worth 60 Rs and i went to sleeper class. I thought I will give the difference charge of ticket between second class and Sleeper and i will upgrade the ticket to sleeper class but T C from that train took 100Rs from me, when i asked for receipt he replies me it's not require. He made one sign on my ticket and all the upcoming T C s checked the ticket but didn't asked me for the receipt. After this issue i cheked fare for same rout in sleeper on internet I found it 130Rs it means I fruaded for 30Rs and Indian Rail for 70Rs. All the TC's whoever checked my tickets are involved in that corruption. How can we stop this and who will take the action against these type of frauding people???
