Tatkal ticket has been booked before booking time

Actully what happend i was booking tatkal E ticket on irctc as per railway rulse we can book tikcet after 8.00 am . but what i see ticket has been booked before 2-3 minute . and when i click 8.00 am that time ticket had gone. then what meaning of rules.
