Damage caused to our parcel

Recpected Sir/Mam,

I had given a complain few days back that i have not got my parcel, and railway is not taking any responsibilty for it. I would like to tell that i have got my parcel but all my material is damaged and is desstroyed which is of no futher use. When i complained regarding this no body is taking responsibility. So who is responsible for this damage??? whom should i blame?? where should i complain???
