Cancellation of ticket

I booked a railway ticket in coromandal express on 05 october.

details of which are as follows:

pnr no:631-9949225, train no-2023, date of journey-23-10-08, class CC.FM howrah to jamui.

due to agitation in bihar due to maharashra issue this train was cancelled.as per rule if the the tarin is cancelled, cancellation in such case can be done within three working days excluding the day of journey.when i went to jamui staion to cancell the ticket .cancellation was rejected as the staff was refused to do so stating that cancellation should have done within one day.
