Senior citizen

My father dr b c vastrad is a senior citizen.. he was travelling from bangalore to kuppam.. he bought a ticket from the counter meant for senior citizen..the person issuing ticket in the counter refused to give ticket to my mother who has not crossed 60 years and not a senior citizen..my father was not asking for concession but a general ticket because only they two were travelling and also had luggage..the person in the counter also behaved rudely..how should the senior citizens travel with luggage..
