Excess Fare charged

I had booked a ticket on Mangala Express (Train No 2618) which was waitlisted (11, 12, 13, 14) for 9th april. Even after charts were prepared the status did not change. As I had to board the train to reach Kerala on time for an important function, I approached the Station Master and purchased a fresh ticket. The station master at Kalyan Junction charged me Rs. 1684/- (Fare) Rs. 1000/- (Excess fare) - Total Rs. 2684/- for a normal ticket.

I would like to know why was I charged the excess fare of Rs. 1000/-. As train was to leave in 5 mins I could not risk waiting and seeking explanations.

Please help to reimburse the money.
