Inadequate services and over charging

My father faced lots of problem while travling to Raipur in one of Indian Railways Gareeb Rath running inbetween Lucknow to Raipur. He had paid for pilow and bed sheet and as of shortage of pilow and bed sheet every one was fighting with the attender of the coach. The pilows and bed sheet was not cleanup and very poorly managed folded. As there is no any pantry in this train, the hawkers was over charging for food like Tea are charging 5/- and for meal charging 35/- on asking the reason, told increase in rate by Indian Railways.

Is any way, i can put this complaint to knowledge of Indian Railways Ministry?
