Non availablity of basic Facility like water, Sanitation in Train

We had travelled by Tamilnadu Express, Trian no: 2904 on the 17th may fro New Delhi - Chennai.
Coach No: S3, Seat No 42, 48. On the one side of the Coach there was no water coming from the taps in the wash room or the Wash basin, moreover the toilets were not cleaned and so untidy that one cannot enter the toilet.
The toilet floor was with remains of stools, How will one travel for 36 hours journey with such bad facilty even before the start of Journey.
Even the next day afternoon only the water was filled in Itarsi Station and toilet remained untidy.
If suitable action is taken of these type of incidents not happening, it would benefit the public a lot.
