No refund of online booking when ticketing failed but payment succeeded

On attempting an online booking on June 23rd from Trivandrum to Bangalore, my account was debited but the ticket failed to be booked. I called customer service, Chennai and they confirmed that the ticketing had failed and that the money would be refunded within three working days, They advised me to rebook the same which i did, successfully. Thus two debits were made from my account.
Now, 17 days later and in spite of my repeated calls to Chennai and Delhi and repeated appeals to irctc by email, i have still not received the refund. The complaint numbers are 392905 (July 5th), 504191, 504529 and 504505 (all on July 6th) and 520524 (on July 9th).
