Side Midlle Birth

In spite of reading of removal of side middle birth (SMB) as back as Feb we still find it there! Allthough my ticket from Nagpur to Yesvantpur did mention SM but during return by Sampark Kranti on 10th the tickets didnot mention n so there were new nos. put on train. How is this different from "Cheating of Consumers"? The ticket shows only 2 side seats but he/she finds 3 in train and not to forget the commotion. Has the railways even tried it before implementing?? I was travelling from Nagpur to Yeshvantpur on 6th July by Sampark Kranti. S7 62. So is it going to be removed? If yes by what date?
