Fined by TTE for boarding train at Andheri

Hello everyone,
My sister-in-law was travelling on 2nd August'09 in IIIrd AC to Ahmedabad by train No.9143-Lokshakti Express. Her ticket was from Borivali to Ahmedabad wherein she boarded from ANDHERI station and was fined by TTE for travelling Andheri to Borivali without ticket-Fine Amount-Rs250 150=RS.400
Now, you all people, pls note that the fare from Bandra to AHD, Andheri to AHD and Borivali to AHD is SAME- Rs. 523, then why did the TTE charged her inspite of showing her confirmed ticket from Borivali to Ahmedabad (AHD).
Pls enlighten my knowledge and tell me what action can be take against that TTE since I have that fine slip (pavti) of Rs.400.
Pls guide:
- Shall I file a complaint against the TTE at Andheri station?
- Shall I approach RTI for clarifying the policies of boarding within the city limits?
- Shall I question Indian Railways as why this fine when the fares are SAME?
Pls help and mail me with your suggestion. I can't express how much mental trauma she went through as she was carrying only Rs.500 out of which Rs400 was given as fine that intelligent TTE
