Non refund of ticket fare for not travelling

I have sent original ticket number 79304928, PNR no-450-4713789 along with the certificate number 0434528 received from the TTE from the train on 17/10/07 was forwarded to commercial manager southern railway Chennai by registered post. I have sent remainder on 4/7/08 addressed to chief commercial manager (refunds), southern railways zonal office Chennai. Two years is already lapsed but there is no reply or refund from the concerned officials.i request you to look into the matter and refund me the amount with interest at the earliest. Sleeper ticket traveled from Ernakulam-Bangalore dated 11/10/07.
