Harashment by Indian Railways

I was travelling from Liluah to Howrah. I went to counter Number 3 to take ticket while giving him 10 note. The counter person denied ticket mentioning he require change and when I told him the person just before me gave you the change. He said just dont argue and move from here or else will call police in lieu of disturbance. I just wanted to confirm is there any rule where we need to tender exact fare to get ticket. I had to spend another Rs 3 to get the ticket.

Please explain when we as medium class people need to spend Rs 3 extra to get ticket which might not matter to me what will happen to thousand of BPL people. Here Railway Minister is decreasing fare in order to serve poor people and on the other hand we have to spend extra money to get ticket becuase of change. I presume railways are not taking into account the expense we need to incur to get the ticket.
