Forcing ppl to take ccv coupon

This is in reference to the Railway ticket counter in Mumbai, the counter staff are forcing ppl to take a coupon (CCV coupon i guess that wat it is call) if we dont have change, the staff dont even ask for change they just remove the coupon and give it with ticket, though they have change but they forcefully give the coupon, and the very bad part is they always throw the money and ticket and give it to the costomer, i dont understand r they doing favour on us i dont know. I had come across few ppl who complaint it to station master abt the same the reply they got is its ur mistake u should have given the change, its understandable that u cant keep that much change but u can ask for it u dont even ask and just issue the coupon, if u r taking a ticket of 4 rs and give them the 10 rs notes they give that 6 rs coupon not asking for 1 or 2 rs change and give them the 5 rs coin or such change.its all over mumbai.
