Booking Clerk denied to book ticket although i was in line from 20 minutes

I was in line at counter no. 447. There were only three persons in front of me. but besides me at counter no. 446 at kirti Nagar, railway station only one passenger was in the queue. then i had gone there and ask for my reservation. But the booking clerk Mr Rajendra Jalota at counter no.446 denied me of booking ticket and told me he was waiting for the person who was filling the form for his return ticket in front of me and told me to wait in the line in front of counter no. 447. But after the passenger gone away he denied me to reserve the ticket and told me that the time is over. When I asked sir why did you do like that. He misbehaved me and spoke me in a loud voice. His behave was objectionable.
