REFUND PENDING FOR 1 YEAR AGAINST TDS FILED

Ticket Booked against PNR No.2363033226 has been claimed 100% refund due to train not reached destination on time. But Railway released 50% of the ticket amount to me, for the balance amount they replied as under:-
Dear customer, 21-09
Sorry for the inconvenience. Kindly note that your refund amount of Rs. 576/- against PNR No. 2363033226 has been refunded in your card account. For another refund we are sending your case to Railway to reconsider your case. As soon as refund, if any, received it will be credited to your card account.

I following up tdr process team for the past one year but reply from their is as under on regular basis. without any solution for my refund.
Dear Customer, Sorry for the inconvenience. Kindly note that your refund case of PNR No.2363033226 has been forwarded to CCM/SR Railway on 22-Sep. We have already issued Reminders on 09-Apr and 17-Jul to concerned railway to chase up the case. But despite reminders refund is yet to be received from the concerned railway. Now we have sent another reminder on 15-September with all the papers pertaining to your refund case to concerned railway to chase up the cases. As soon as refund, if any, received it will be credited to your card account.
