Late running of train no 2833 34

Train No. 2833/34 is a superfast train but is a habitual late runner sometimes by more than 12 hours. Why? The other trains from Gujarat to Howrah rarely runs late. Why? Is this a deliberate attempt?

Is there any provision for return of superfast charges in case of late running of trains?
