No LOWER berth in 2245 DURONTO Exp. SL class out of 498 vacant bearth

From the booking opening day onwards no SL-class LOWER bearth could be booked for 12th Feb 11 in 2245 Howrah-Yesvantpur DURONTO Exp. despite 498 vacant berths & trying everyday from IRCTC site as well as Railway Booking Counters. Even today at this moment out of 457 vacant bearth no lower bearth is available. Logically 1 out of 4 bearth should be lower bearth. Even considering all 40 bearths booked are lower bearths still another 40 LOWER bearths shoul be available. Is there any racket behind this scam???
