E-ticket cancellation

I have made a ticket from Agra to chennai of third AC on 12/05/08 for journey date 16/06/08 of Rs.1673 for train No. 2612 and My transaction id is Transaction ID 0048158049. but i have to cancel this ticket one day before the journey date due to some reason but whenever I tried to cancel this ticket, communication failure appears on the screen and the ticket is not canceling and the other ticket of same date of less amount is canceled then immediately I went to station but they said that they can, t do any thing in that case and told me to call on the no given on the net. Then I call on all the no but no one recieves it and every time the call was put on hold and cut down after some time and around 200rs was wasted on call and I can show you my bill details. Then I file tdr on 27/06/08 for which my reference no is 126832.0. And after three months of long time they are refunding me only 824Rs out of 1673..
