It appears that postal department does not believe in adhering to its charter fot transfer of KVP's in 20 days. It may be rectified to read as dependant on the postmaster wishes or your capability to chase. The highlight is that the dealing clerk expects you to search for the relevant documents in their files and put up to them so that you can be rudely dismissed to come another day for a rerun
