Late delivery of Hall Ticket for Bank PO Exam

I have applied for banking (PO) exam. The bank posted the hall ticket to me on 1-8-09 at mumbai. The date of exam is 16-8-09. But I have received the hall ticket on 19-8-09. So I am not able to attend the exam.

So please solve my problem.

Can I put a complaint in consumer court, If yes against whom i can put a complaint.

Please tell me.
