Non compliance against advance payment

In response to India Today book Club Reebok offer on responding to the advertised toll free number was asked to submit draft along with handling charges. Amount of Rs. 3199/- was sent by courier on 9/02 and I was assured delivery within a week. On rechecking now they claim that the delivery will be made in 28 days minimum period. Why did they advertise if they have no stocks. Not only this, they have advertised again on the 13th with the same offer. Why are they taking us for a ride? If you dont have goods why advertise???

I would like to obtain a refund as the search site shows that they are habitual defaulters. Why is no action being taken against them?
