Non supply of rebok shoes

Sir,

I was subscriber for India Today book club from Feb to Feb. 2009.During the period it was offered by India today book club that they provide Adi das shoes for rs.748/- inclusive delivery charges. As such I sent a cheque for rs.748/-which was realized by them. It was sent in the month of Dec.2008 and was suppose to process within three weeks. But it has not been processed till today. I sent several mails to them. All the times they offered me apology and promised to settle the matter with in 1 to 2 weeks, but never complied so far. I made several phones also. Always they replied that my complaint would be looked into. Neither they supplied the item nor returned my money. Please suggest me what to do in this regard.
